The President laid before the Senate a com munication from the Secretary of the Navy, transmitting reports of the nego tiations for the purchase of certain lands adjacent to the Norfolk navy yard. Re ferred to the oommittee on naval affairs. At the close of the morning hour the civil service bill came up as unfinished business. Mr. Vanwyck's amendment, pending since yesterday, was agreed to, after strik ing out the words "as far as practicable," so as to read, "the apportionment of of ficers among the States and Territories shall be absolute! on the basis of the population." ' On motion of Mr. Morgan the first section of the bill was amended so as to provide for three commissioners - instead of five, and that they shall hold no other official plaoe under the United State gov ernment. In the absence of the Speaker the House was called to order by Mr. Page, of California, j After the approval 'of the journal, Mr. White, of Kentucky, made a point of order that the journal could not be ap proved in the absence of a quorum, but the Speaker pro tern, held that the point was made too late. Mr. Peele, of Indiana, moved that the House adjourn, pending which the Speaker pro tern, submitted five requests for leave of absence, but they were objected to, amid much noise ani confusion. The House refused to adjourn yeas 56, nays 58. The roll call was several times inter rupted by Mr. White, of Kentucky, with points of order, which created much mer riment until the Speaker pro tcm. at last flatly refused to recognise the gentleman. The Secretary of ths Interior has decided the ease of the Alabama and Chattanooga Railroad Company v$. the South and North Railroad, involving the title to cer tain lands in Alabama, covered by then two overlapping land grants. Dortch. and others Gen. Ransom. It is a matter of surprise to me that such should be the case. While I know nothing det rimental to Mr. Dortch in any way, I think it is due Gen. Ransom to be re turned. He certainly is a very able Senator. I bear he ia second to none in the Congress of the United States, and we certainly need such men in his position. Gen. liansem won golden opinions last summer in his political tour through this part ot the state. Portions of our voting population were sadly tinctured with "Liberalism" before he came amonz aa. His lucid and forcible expositions of the two great parties did more to harmonise the Democrats' than all the other speeches made in the recent campaign. The tobaooo tax agitation is a matter of serious importance to the tens of thousands who are engaged An the tobaooo business in one way or another. Already the trade in the maaufactured article is almost com pletely paralysed Unless Congress docs something soon to relieve the trade of this embarrassing situation, either by taking "pj action the quMtioi reaoiuUoa to the eMeot that they will give a rebate in case of reduction or abolition of the tax, it will prove a great hardship to thousands who are and will be thrown out of employment. It is no trivial matter for men with families to be deprived of work at this season of the year, when they cannot find work on farms uAg wimp, atuw nui o uutu uiatw va. winter are sweeping around, if not through, their humble, homes. They must have fatl and provisions or else suffer. If the fat salaries could bo taken away from the members of Congress, and they be mado to realize some of the deprivations and sufferings of the laboring classes, they would act, and act promptly, for questions thaiisvolve not only the comforts, bat the very breadef life. There are at least 800 hands, out of employment here, and the number will be doubled soon, if the ores ent state of uncertainty continues long. Mot only were the majority of baking powders in the market found to be largeiy adulterated, but many of them were ascertained to con tain alum and other poisonous ingredients to such an extent as to render them posi tively unsafe for use in human food.
